There is a Mark Twain quote on this. Something to the effect of "Sorry this note is so long. If I'd had more time, I would have written a shorter one." My early work was all too long and I had to pare it down. I've gotten quite a bit better by writing FAST so the bare bones get in there first. Then I can tell where I need to expand.
The first draft of my first novel was 180K. The end product was 90K. So yeah, I over-write. As for rejections, I never respond. I figure agents don't need to hear back from me until the next query is ready.
